electricians and/or lighting shops in austin

so i have this cheap lighting fixture above my vanity from IKEA. It was like $80. It has four halogen bulbs. Two of the bulbs keep going in and out, staying off mostly until i tap them around, then they come on for a little and go out again. I've tried changing the bulbs and fiddling with the wires but nothing has worked.
I called an electrician from the yellow pages, who said he charges $50 just to come out and look at it. Then i'll have to pay to have it fixed (rewired or tweaked, whatever). He said if i just bought a new one he would take the old one down and reinstall this one for only $68.00.
So, first question - would you buy a new one and have it installed, or try and get the old one fixed? It's a cool fixture, but cheap and not that nice (IKEA quality).
Second - if i do go the "new" route, anyone know any cool/reasonable light stores in town? I want something contemporary - think stainless steel/halogen, but i don't have lots of $ to spend.
Third - anyone have any licensed electricians that they use? the last time i used someone by word of mouth I didn't check if he was licensed - and he wired my ceiling fan/light with speaker wire, and subsequently half of my condo burned down while i was out of town. so, i'm a little finicky with the whole electrician thing.

You could pull the intermittent bulbs out and gently bend the contacts in or out. If that does'nt fix it just replace it. That job is way too simple to call an electrician - just follow the instructions that come with the new light.
