Almost all players drafted in the top 10 rounds sign.
At least 1/2 of the players drafted in rounds 11-20 sign. The high school players drafted in rounds 11-20 who don't sign often become star college players.
Most players drafted after rounds 21 do not sign if they still have eligibility and are capable of doing college level academic work.
The slot system makes it easier to estimate what a player will be offered and discourages paying a player significantly more that the slot money. I believe that this will mean fewer high school players signing unless they are drafted in the top 10 rounds.
Player sign-ability is a heavy factor in where players are drafted in the top rounds. Clubs are reluctant to potentially waste a high draft pick on a kid who tells them he's going to college or quotes them too high of a figure for a signing bonus. Inversely, clubs are inclined to draft a player higher if he has indicated a willingness to sign for a reasonable amount, possibly below the slot for which he is actually drafted.
