I'll be in Austin this Saturday and would like to bring my dog. Are there any restaurants and other places that allow dogs?

No, but I can get them if that'll help.

My dog is a unique eye-seeing dachshund.

But just for argument's sake, let's assume that my friend and his fiancee whom both have good vision and also have a dachshund would like to bring their dog, where would they go?

is dog and duck still open ? If so, you can take the dog there. And I think the Gingerman allows dogs as well... HOWEVER, this is starting to sound like the scene from Big Lebowski where John Goodman takes his dog to a bowling alley.
