Diagnoisis Needed - Computer Screen Flickering

The screen on one of my laptops flickers (only on the bottom third). It started as an infrequent and sporadic problem, but now it's constant.

Is there anything that can be done, or should I ditch the laptop?

Revived from the dead...

My notebook started doing this, as well within the last month. My guess is a short in the ribbon cable to the screen. The computer this is happening on is a Compaq/HP cheapo from Wal-Mart. Anyone have any ideas on how much it would cost to fix?

Right now I am essentially using it as a desktop, hooked up to an external monitor.

EDIT-This computer is 2-3 years old. Will post the model number later, if relevant.

I would hit it hard with a three pound ball peen hammer.
Then I would buy a new monitor.

If it really is a 3 year old, cheapo, Compaq from wal mart I am amazed that it has lasted this long. Time for a new one unless you just want to keep using it as a desktop.
