I undertand why Utah is ahead of Houston since they are the
division leaders in the Northwest Division. But why is New Orleans ahead of Utah ?

division winner is only guaranteed the 4th seed (at worst). hence, NO is seeded #3 at its right place.

seeds are quite useless anyway, as home court advantage is decided upon record.

Gotcha.

I would like to see the NBA switch to a play-off format where the top 16 teams overall make the play-offs, rather than the top 8 from each conference.

Oh well.

I would like to see only 4 teams from each conference in the playoffs and these 4 determined solely by internet voting with China being allowed to vote of course.
