Could someone just host a +1 Bowl?

I was having a discussion with my friend, and a random thought occurred to me; What is to prevent someone from just hosting a +1 bowl? Clearly the teams would have to accept the offer, but does the BCS/NCAA actually regulate the # of bowl games a team can play? I'm sure either through NCAA regulations, or contract, the above is disallowed, but I don't know for certain that it is.
 
Didnt someone try this or suggest it after 2003? Inviting LSU and USC to a +1 but both schools turned it down. I dont remember if they were actually invited or just if it was a proposal and both said they would decline if offered.
 
Why would the winner of the BCS chamionship game want to play another? Would we have wanted to play another after the 2006 Rose Bowl?
 
When's JerryWorld going to be completed? He's been looking for a big to-do w/ the first event, and he's been known to go against the grain before (i.e. The Pepsi-Texas Stadium deal).
