College rosters change faster than NBA rosters these days. They need a referendum on the rules in order to completely eliminate one and done players. Good players should be allowed to go straight to the NBA.
 
If chaos is defined as one and done then the new rules did bring more of that, but I disagree it is like the NBA, there is always more familiarity with the pro roster.
