basically, if you are a "commuter" city that boomed after 1970, you start out as one of the fattest cities and work your way off the list. that's how it has seemed to me wen i've read the criteria in the past.

Living in El Paso, i can tell you first had that this is a very, VERY unhealthy city. But Albuequerque makes El Paso look like Ausin.
Seeing how 25% of our state or something doesn't have health insurance and doesn't regularly see a physician I would like to know how they figure out these rates.
