Can't Figure Out This Driving Move

Scenario:
Vehicle heading South decides to turn left to go East. While waiting for the 2 opposing lanes of traffic going North to clear, a vehicle that was at a stop sign to the West(right) of the vehicle pulls out and waits in front of the original vehicle in the middle of the street to eventually go North with the opposing traffic

At what point can the driver pulling from the stop sign even think they would have the right of way to do this?
I see this all the time and I still can't comprehend how the driver can think it they should be able to go before the vehicle trying to turn. I mean, one is pulling from a stop sign into trafic and the other has no stop sign and is already a part of the traffic.

that's funny. My friend claims she watched SNL all the time until about 2000 and doesn't comprehend when I mention Toonces.
 
Is there an esplanade there? This situation arises when the person turning left doesn't go when there is a gap, and the other person wanting to get across would have gone through that gap. Or the person wanting to get across will never get across both the southbound and northbound side, so must cross one side, wait till the other side clears, then cross it.
But they should pull up there and leave room for you to see across, and let you go first, if you were there first. You can indicate this with a wave, or by leaving the nose of your car back enough to give room to the other guy.
Just try to work it out equitably and courteously.
 
I actually like unprotected lefts more than unprotected rights (ie rights on red). When turning right you then have to allow for speeding up so that the cars coming up behind you don't have to hit the brakes to avoid running into your rear. When turning left you just briefly pass through the traffic and don't have to merge with it, so you don't have to wait for quite so large a gap.
 
If you wanna see bad driving all you need to do is visit a Luby's parking lot about 15 minutes after church lets out.
 
I usually handle it by cussing at the other driver - and it's usually in Spanish

pinche pendejo cabron puto desgraciado, UT madre me chupa la verga buey

but by the time I get it all out they are far gone in a cloud of emissions laws hating exhaust from an uninsured jalopy

This has happened to me maybe twice, and I just stare at the idiot there in the median, blocking me from taking a left. Both times the person is blankly looking back, as if totally clueless that I expected to take my left turn before they made theirs.

This warrants "el birdo." (WWFSD?)
 
it was developed at the "i don't give a **** about other motorists" from houston, tx. this school is becoming more and more popular and is going national, like university of phoenix. i believe they even have dvds at blockbuster.
 
oh, and the same course dictates that the proper response to this maneuver is to mouth "what the ****?" towards the driver as you hold your palms facing upwards above your steering wheel.
