i need this image to blow up without being so pixalated and was told a 2-3 megabyte file would be needed. anything on the interwebs that could do that.

You would need the original source file or at least a file with higher resolution to begin with. Whoever created it in the first place should have it.

That "rastor" image was originally created in a "vector" graphics program like Illustrator. If you can get the original vector-based file, you can blow it up as large as you could possibly want.
