calinfornia emissions? worse mpg?

I have a found a new vehicle I am interested in buying that my dealer bought from a dealer in CA that wentout of business....so it has california emissions on it...does this hurt the mpg here? What exactly is the difference?
 
It may or may not be different. See if you can find the EPA mileage rating for the vehicle new, and compare to the "49 state" EPA rating. If one is 29, and the other 27 on the highway, you will know the relative difference.
In general, anything that reduces hydrocarbons and carbon monoxide improves mileage also. However, this can increase NOX emissions, so there are different designs to achieve a happy compromise, and some may affect mileage adversely.
There probably isn't a great difference.
There could be a minor problem when you need repairs, if the part is a California only model, because there aren't as many around here. The repair shop may have to order something that would otherwise be advailable the same day. Most parts will be the same, and you might never have this problem.
