Bulletin-board Interface

I have a friend wanting to know the best way to go about creating a bulletin board interface on a web site? Does Dreamweaver have an easy way to do this? I don't know enough coding I guess otherwise to show him. Would it be easier to just sign up with a bulletin board service? And if so, which one? Thanks for any input.
 
the best free one i've encountered is SMF from simplemachines.org

i've done 3 smf forums and the software is great and simple to set up.

the other thing that i really dig about SMF is that it has a lot of the features that you'd have to mod phpbb. photo attachments and quick reply boxes and stuff like that is all stuff you have to do to phpbb and it's a pain in the *** because some things break other things. smf is all inclusive. and the freeness is great because it's about as good as vbulletin (the best package, imo) as far as i can tell.
 
the good thing about phpbb is:
TONS of people use it and there are lots of resources and support for it.

the bad thing about phpbb is:
TONS of people use it so hackers make it a target.

As long as you keep up with the security upgrades you should be fine.

ps. Good find on the Simple Machines board, I've never seen it and am always looking for new stuff like that.
 
smf seems to be gaining some momentum. if you're very good at php than phpbb might be a better option but there are getting to be a good amount of mods to smf as well and i feel the interface is a bit better. the administration tools are very good and it's easy to change the look of it. it sets-up in about 15 minutes. the la longhorns board i did from the day they announced the rose bowl. it took me literally half an hour to upload and get it running. then a day or so to customize the look. and it's worked pretty flawlessly since then. i have to re-update it to work with the newThe Link website, but other than that it's been great.
