Very interesting but a non-issue. It's not like he would have won if he gets those votes. What IS interesting is whether this happened in any of the tight races. But again, even if it did, I can't imagine orders came from the top.

The NYT reported there were also districts where Clinton received no votes. An attorney tied to the Obama campaign said the design of the ballot was likely the problem.

I don't believe anyone attempting to commit true fraud would call attention to it by giving the opposing candidate no votes. If anything, it would seem to be an attempt to trigger a recount.
