The speech features both projection and desperation. By projection, what I means is that Biden takes everything that he or who he represents stands for and carries out, turns it 180 degrees, and then accuses same on Trump and anyone that supports Trump (or opposes team Biden).
As for desperation, that's why this speech was given. Biden's people know their power is threatened by the next election. Everything is crumbling, only cloaked by powerful propaganda and the remaining strength to dictate global policy given by the US dollar as reserve currency. I'll attempt to give my explanation of how things stand.
Let's put the war in Ukraine in context. It isn't solely about Ukraine and never has been. Ukraine simply isn't that important to US interests. But what is important is the rise of both Russia and China and a new world order. While Putin's goals regarding Ukraine have been covered by the press (demilitarization, recognition of Crimea and Donbass independence, de-nazification of Ukraine), he has also clearly stated what he says is inevitable - a new world order. This has not been covered by the press. This is what the war is all about - it is the reason why both the US and Europe continue to pour billions of dollars into Ukraine, risking the de-industrialization of the European continent; its all about preventing a new world order. What is a new world order? Basically its the elimination of the dollar as global reserve currency and the end of US hegemony. Putin is calling for a global, non-national reserve currency where no nation is subjugated by another. He points out how the US uses sanctions as a weapon to control other countries and that will soon come to an end.
The truth of the matter is that Ukraine is losing badly and the US believes they cannot afford the loss because the rest of the world is watching. If the US loses in Ukraine, dollar hegemony is over. Its that simple. Country after country will trade outside of the US dollar. As the situation becomes more dyer, the US will escalate by whatever means are necessary to keep the conflict going. This may require terrorism, expanding the arena outside of Ukraine (Syria? Serbia? somewhere else?), or perhaps even nuclear war as a last resort. These people (The neocons who control foreign policy decisions) are sociopaths/ideologs. They control large swaths of the main stream press, social media, the military industrial complex, the technology sector, the State Department, and the Intel Agencies. The majority of Congress, both Democrats and Republicans, are under their influence and do not oppose their agenda.
Trump, for all his flaws, is a threat to these people. While Trump can't stop them himself - he failed for four years - if enough of the public understand they are being sacrificed in order to keep the neocons in power, they might eventually take to the streets and accomplish what Trump could not. A similar dynamic is occurring right now in Pakistan with Imran Khan. As things deteriorate in Europe, this dynamic of the people taking to the street to confront the government will likely be next. Biden's speech is an effort to shape the undecided within the public to view anyone opposing the government as treasonous. I think they know a battle is coming. This is the essence for the rationale of Biden's speech.
