when i watch it, it seems he says "i haven't been" but blurs it together. i don't think he actually says "I've".

either way it was a misspeak or a slip, but when i watch it, it appears he just blurred his words together. regardless, i think the truth is probably that neither Biden or Obama are particularly proud of the other. Biden has to be a major embarrassment to Obama and I am sure Biden thinks Obama has done a lousy job (because he has).
