Best Webcam and Service on the Market?

Want to buy this for someone, but am kinda new to it all. What is the best webcam on the market, or which one should I buy them? Price is not an issue. Plus, what program do they need for it to run? Any help would be appreciated. Thanks!

Webcams will work with all three popular IM programs - Live Messenger, AIM, Yahoo, etc. You will want to use one of those IM clients.

A $20 Web cam will work just fine. A $100 Web cam won't be much better.
