I'm kind of glad they're not doing The Riddler - that seems too obvious. The Penguin might be a little too cartoonish for what they do with this series. I'm intrigued...

Black Mask could be interesting but I'm not sure who it will be. Either way I'm sure it will be good. Personally I'm glad the Riddler will not be in the next movie. Johnny Depp was slated to play him and I didn't want to see this movie turn into anything resembling a Tim Burton film.

Was Scarecrow even in The Dark Knight, or did he just disappear after Batman Begins?

Name is a bit lame since it's recycled from the previous film, but at least it's not going to be 3D and cost me a week's wages to watch it.

He was but very limited. it was his gang that got tied up in the initial skirmish with all the Batman wannabes. I actually wasn't sure it was the same guy until I rewatched it - but it was definitely a bit part.
