Rick is obviously a great recruiter but you can't make a comparison to Mack, who keeps almost all of his for 4 or 5 years (and recruits 20-25 per year). Congrats to RB!
In contrast, I would say Rick is a far better recruiter than Mack. Not only does he not have near the prestige for his program that Mack does, he is an infinitely better out of state recruiter (which applies automatically because he IS an out of state recruiter. The talent that Barnes brings is far more impressive than Brown, proportionally to the class sizes, in my opinion.
Because of the amount of talent in Texas, Mack feels he doesn't have to go out of state and therefore chooses not to, with only rare exceptions. Measuring his out of state recruiting to Barnes is neither a accurate, or fair comparison.
If Barnes just recruited Texas players every year, he would still be great. Mack doesn't "choose not to" recruit outside-of-state players, he tries and fails. Yes, he's more prone to Texas players, but that is largely because of being shafted by non-state players and failures in recruiting them. What's unfair is comparing a coach who has the history of an entire university for his sport to a coach who's MADE the history of the university in his sport.
Comparing football players staying around to basketball players staying in school is apples to oranges. It's a really really really bad comparison. So bad that an explanation isn't even warranted
