Any solution to packrat neighbor?

I really am not trying to be a ****** neighbor but this is out of hand. Some facts:

The guy doesn't live here. He only keeps junk here. We have seen him about 5 times in a year.

Our neighbors confirmed that they have never seen him take trash to the curb on trash day (which I admit isn't all that uncommon if you don't live here).

His yard is in disarray and there is junk stacked up as high as you can see in both of his downstairs windows (see photos).

I am going to look through our owner's association documents, but does anyone have any other suggestions? Or am I just stuck with this? He has also made some somewhat creepy comments about my fiancee to other neighbors, so I admit I just have it out for the guy in general.

Quit being such a bad neighbor. My stuff isn't hurting anyone and I'll store it where I like.
 
Well I've emailed and left a voicemail for the property manager and found a number of violations of the community Declarations. We'll see.
 
Packrats are not my specialty. Now, if someone wanted a small business loan to start an arson company, I may be able to help!

I'd throw a Coke on him for sure if he was ever around. Maybe I'll just throw a Coke at his front door....of course then next time he was home he'd just say "hey look, neat, a can!" and add it to the pile.
 
Based on what you've said, the Close Encounters pile isn't as big a deal (since he's never there) as the comments about your fiancee...
 
You could look into whether or not he's violating some health code. All that trash could attract rats and mice.

Also, does your HOA have any rules about upkeep? Maybe there's a violation there also...
 
This is exactly the type of thing that HOA's are supposed to help you with. What's going to happen if you try to sell your home? Funny how they send out a notice if you leave your trash can at the curb for an extra day but they do nothing in this situation. In case you can't tell, I think HOA's are pretty worthless.
 
Maybe he's trying to prevent peeping Toms from peering through the windows. Why don't you be a good neighbor & trim the yard back there?

curtains. If you can't get inside, maybe a few cans of that window frost stuff. I'm doubtful (and frankly would be a little bit appalled) if the HOA could do anything about the clutter inside a residents home.
 
I have filed complaints with two different HOA-type organizations that cover our area.

After reading through each organizations declarations, I found a number of violations that I think he's committing. He has a duty to maintain his yard (although I couldn't really care less about his yard), the home must be used as SFR and cannot be used for other purposes such as storage, he is collecting and piling rubbish, it is unsightly, etc.

If this doesn't work I will try to find some city codes he's violating and look into the fire code as well.
