Any Payroll-Related People Out There?

Let's say I have a 3rd party (ADP, for example) company filing payroll, and they impound money to make normaly monthly / qtrly payroll tax payments. If they go belly up / spend that impounded money, it is still my responsibility to pay the taxes, correct?

I'm on a payroll, that's about my only experience. However, I did stay at a Holiday Inn Express last night, so from that I can tell you, the IRS is like the mob without the protection:

generally speaking Doyle, you are correct. I would ask a CPA to make sure.

Paychex and ADP are the big players in the payroll company and there has been numerous instances of companies not making payments leaving their clients screwed come tax time.

That is correct, the employer is still responsible for the tax deposits. I actually had a client go through this last year. It is a pain in the ***.
