or is Padraig taking a shot at Tiger after Tiger complained that putting the pair on the clock unfairly hurt Padraig?

I think you are reading a "shot" in there that isn't. All Harrington is saying is that if HE had said what Tiger said then he would look like a whiny baby since he lost. It's not whining if Tiger does it and Tiger had to know he was going to get fined.
 
I see it the way ND does. He is saying he just has to pretend that it did not matter, play the good sport game. I would assume he is very glad that Tiger took the stance he did and probably thanked him for it. Tiger for sure knew he would get fined and does not care. He knows the PGA needs him.

I think Paddie also knows that Tiger absolutely NAILED a very difficult shot to make the first big swing. I mean, he drilled it in such a super small area that it may not have made a difference in the end. Tiger was just Tiger.
