She does NOT need to call the electric / utility company.
What she needs is an electrician @ most & @ the least, a handyman who can use nylon ropes to pull the cable away from the side of the soffit / fascia area.
Additionally, if she were to call the utility to turn off the power, they might look @ her panel & require a service upgrade (i.e. $ 3,500.00 or more) to have the service turned off, then a whole new panel & a mast through the roof deck installed (vs. the attachment to the side or fascia that she has now).
1. Basically, you get a long enough nylon or hemp rope & toss it over the power cable around 5' or so away from the fascia.
2. Then slide the rope back & forth until you can get it worked into position around the area of cable that is in contact.
3. Take the rope & create tension against the power line & tie it off to a tree, a car bumper... anything of weight that you can get your hands on .
Repair the siding as needed & then slowly release the pressure on the cable soas to return to it's original position.
