The Siege at Ruby Ridge with Randy Quaid and Laura Dern (1996)
I don't know anyone else who saw this, but I thought it was a very interesting look at what happened there. Neither the Weavers nor the Feds are demonized. I thought it was a great, restrained telling of the story. I just looked it up on Netflix and they have it.
I don't know that it's the best, but your query brought it to mind. I thought it was one of the better movies of any kind that I saw the year it was broadcast.
