A/C question: new unit working too often

We had a new inside A/C unit installed in early June. I thought it might be more efficient, but possibly same efficiency. It's worse! This thing is on all the time.

Example of electric bill: Due October 08, $466, compared to last year's $355. same electric company, same rate. July, right after he installed the unit, bill was $515, last year I'm not sure exactly, but I don't ever remember a bill higher than $380

For example, just now. I came upstairs, thermostat says air is 80. So, I push it to 75. Unit comes on and stays on for probably 15-20 minutes. Outside temp according to weather.com is 68. Unit shuts off and stays off for a grand total of 5 minutes. It's back on now. I got up on a chair and put my hand under the vent and the air feels pretty cool. It was on for 10 minutes.

A/C man totld me warranty was for 1 year. I'm debating when to call him out. Should I try to keep track longer, or just go ahead and call him now?
 
unit was off for 12 minutes that time. All of this just to maintain 75 degrees when outside temp is 68, and no cooking or dishwasher or washer/drying running. It is upstairs, but I don't know where the hot air is coming from.
 
We had the same problem with our new home. The first time they came out it was because they never loaded it with freon. The second and third time was because it was already low on freon and they found a leak and fixed it. We then had them come out again and they found out the thermostat was off 5 freaking degrees. Plus the air flow in the house was way off. The new thermostat did the trick. Before it would run all the time between 3pm-9pm. If it shut off it would be for 10 min max. Now it feels like a new house again and it runs for maybe 7 min and shuts off for 15 or so in the heat of the day.
 
very possible to be low on Freon and even too high with Freon. Have the tech come out and check. Occasionally it can be a bad expansion valve in the inside unit as well.

Don't let it run like that for long or you'll burn out your compressor.
