A/C Fan Always Running

I just moved into a 3 story townhouse and the A/C fan will not shut off. I have tried all switch positions: On Off Auto and the fan still stays on. Any idea why? The previous owner told me that he would always leave the A/C fan on because it would circulate the air better and save energy and the A/C would come on like it was on auto. Does this make since to anyone else? Wouldn't leaving the fan on continually increase my electric bill?

Trade fans with Durkee, and you will not have this problem.

DC- how old is the townhouse? new fans are very efficient two stage types. I leave mine on 24/7 because I have a UV light in my return duct to kill mold. I didn't notice an increase when I started this.

I'm not really sure how old the townhouse is, not more than 10 years. I have never heard of two stage air conditioners. The AC (Carrier) unit itself is very small. About the size of a lawnmower engine. In my previous house, the AC unit was large. Tell me more about the 2 stage AC units?
